Issue Resolved at 11:51 am on 10/9/18: Microsoft has confirmed they have resolved the issue.

Issue Reported at 10:23 am on 10/9/18: Microsoft Teams users may be unable to find others when trying to initiate a chat or conversation from the Teams desktop client or browser. OIT has engaged Microsoft, no ETA at this time. More information will be posted here when available.
