Service Restored: 3/30/2017 10:12 a.m: This issue has now been resolved by Microsoft and verified by users at CU Boulder.

Issue reported 3/27/2017- 11:55 a.m: There is currently an issue with accessing Shared Mailboxes through the Outlook Web Application at https://outlook.office365.com . The vendor has been notified and is actively working on a solution. More information will be provided here as it becomes available.

As a workaround, Shared Mailboxes are available through Outlook desktop clients with the instruction below:
