Service Restored on September 8 at 3:42 p.m.:  Microsoft has issued a fix which resolves the issue. The functionality for new account creation has returned to normal. 

Service Issue Updated at 2:57 p.m.: OIT's Messaging and Collaboration team is monitoring provisioning logs, identifying users impacted by the Microsoft licensing change, and manually applying the correct licenses. This workaround effectively completes the provisioning of new accounts but with a few extra hours of delay compared to the normal process. The M&C team continues to work with Microsoft to resolve the larger licensing issue. More information will be provided here as it becomes available.

Service Issue Reported at 12:09 p.m.: Microsoft unexpectedly modified some of the licensing settings for Office 365 last night. Due to this change, our Office 365 account creation process is not operating correctly. We have opened a case with Microsoft to investigate and correct the problem. The impact to our campus is that new accounts will not be able to be created until the issue is resolved. We will update this Service Alert as we learn more. We appreciate your patience.
